Special Projects

We manage special projects on behalf of organizations/companies and ensure all project design, implementation and measurement is done at the highest standard possible and achieves biggest desired impact. We also pilot projects for organizations to assess the viability of implementing the intervention/concept on a larger scale, incorporating sustainability and impact assessments. We also implement special projects (mostly high impact projects identified by the company or other funding agencies) that the company implements from time to time, funded in partnership with other non-profit and/or private agencies.

M&E Conferences and Meetings

AfCeME is dedicated to convening Monitoring and Evaluation focused meetings, including project learning and planning meetings (annual/periodic), evaluations report action meetings (operationalizing evaluation report findings with clear mitigation strategies), as well as M&E stakeholder meetings and/or conferences on key thematic issues to contribute to building a vibrant monitoring and evaluation culture in organizations and African societies. We believe in M&E for learning and continual improvement of interventions, we therefore have dedicated an experienced team of specialists to support teams in conducting successful Project Annual Review and Planning Meetings and facilitating stakeholder meetings to operationalize survey and evaluation findings.

We provide services in two categories in support for project evaluations:

a) Conducting evaluations

AfCeME has brought together a highly competent and diverse team to contact project baseline studies, mid-term evaluations, final evaluations, Impact studies and other selected thematic project studies. The evaluations/studies are based on highly rigorous methodologies that combine the scientific rigor and are relevant to measuring the specific intervention. We believe in a tripartite project success, from the donor angle, the implementer angle and the beneficiary angle- we try to define project results from these three perspectives.

b) Evaluation Audits

We support organizations in development of the right ToRs for evaluations/studies, and ensuring questionnaires developed by evaluation consultants are the right ones to collect required information of an intervention, whether it is a baseline, a performance evaluation, a final intervention evaluation or it is an impact evaluation. We also provide an extra eye to ensure the sampling approach is appropriate to the study approach, the data collection and analysis approach is sound and the evaluation reports written by evaluation consultants are reflective of the information collected, conclusions and recommendations are based on the findings and the report is in the highest quality standard possible. We simply ensure, early enough, that an organization does not waste money on evaluations that will provide little of what is sought for by the donors and the intervention teams, and provide an opportunity to rectify the flows before huge expenditures.

 

 

 

M&E Systems involves various components:

a)    Development, set-up and Implementation of Monitoring and Evaluation System

We develop, set up and implement functional Monitoring and Evaluation Systems that will integrate organizational and projects reality and complexity. We are keen to adapt already working systems for huge cost and time savings, and for ease of implementation, depending on the intervention complexity. We can as well develop and manage the entire M&E system for you, or we can review an already existing system and/or manage it on behalf, or just set up and train organizational teams to implement the system with our long-term support. We are specialists in developing Theory of Change frameworks, M&E Plans/Performance Management Plans, Results Frameworks, Log Frames, Indicators, data collation, management and dissemination systems, and sustainability and progress indices. We integrate the Monitoring systems and Evaluation systems to provide meaningful progress and impact information about an intervention.

b)    Project Audits

AfCeME has developed a comprehensive project audit index that can be adapted to specific interventions. This index reviews  whether project implementation is on track on the basis of the project design, and the confidence level that progress and/or original design will lead to the desired project goal. Project sustainability index will also be reviewed. The project audits are part of a monitoring/tracking system that helps the project team continually and realistically review their strategies and progress direction before major evaluations. The scope of the audit will be agreed upon with project team. Project audits can be combined with project Annual Review and Planning meetings and are recommended to be done annually or bi-annually.

c)    Monitoring and Evaluation System Audits

AfCeME also does M&E system audits, to support organizations assess whether the M&E system established is tracking the right aspects of the interventions, and whether tracked info will sufficiently measure intervention performance and ultimate delivery and effectively contribute to measurement of impact. An index has been developed by the company that can be adapted to specific intervention aspects.

d)    Project Data Quality Assessments

Data Quality Assessments (DQA) checks data management and reporting systems and data quality at various levels of an M&E system. The company has developed a DQA checklist that can be adapted to specific intervention data quality assessment needs. DQAs can be combined with M&E system audits or can be done separately, depending on client needs.

AfCeME implemented projects revolve mostly around Education, Entrepreneurship and Talent, and mostly focused on the youth.

BUSINESS ENTREPRENEURSHIP AND INNOVATION (BEI) PROGRAMME

After carefully examining lending approaches in the market both by financial institutions and non profit organizations, AfCeME recognizes that there seems to still be a huge gap between lending to improve poor peoples' lives and lending for profits, or generally lending to tick some boxes. The Business Entrepreneurship and Innovation (BEI) Project is an innovative initiative by the African Center for Monitoring and Evaluation (AfCeME) to boost economic growth among the very poorest communities initially in Kenya using a consolidated approach to innovative businesses for shared risk and profitability among group members. The BEI programme falls under the organization's Special Projects unit.

The BEI programme is highly innovative, integrating a complex lending approach based on a group lending strategy and integrating members'physical bank and mobile-based banking approaches in transactions of money. The project provides lending services to groups of membership between 20 and 50 of mostly up to USD 1,000 per group (some higher amounts may be given to some groups with exemplary performance both in repayments and business project innovation and profitability success).

The unique aspect of this Business Entrepreneurship and Innovation programme includes:
1) Very poor populations in rural communities and urban poor can pull efforts together and start an income generating intervention while paying just a small amount of money that they can confidently afford per month,

2) Through a well organized contributions, savings and lending structure, the company can recover its amounts advanced to groups comfortably with very limited expected default rate availing more cash to reach to bigger masses of the rural and urban poor communities, and

3) Through the expert/consultant incorporation in to the entire business approach funded through a small interest the organization charges loans advanced, group members reap maximum benefits of knowledge and expertise to efficiently and profitably operate the identified business ventures.

These three key aspects sets the BEI programme as a clearly unique approach of doing business with the lower tier of poor populations in Africa, with a critical focus to improving livelihoods through transformative and brilliant business ideas while creating a sustainable business for the company and immense wealth for group members.

AfCeME's BEI business projects run from dairy, to indigenous crops and livestock, like bananas, local vegetables, chicken, fish, etc. Other agricultural projects are long-term but highly profitable, like various types of trees, based on local contexts. Other groups may come up with other non-agricultural projects like bicycle and motorbike transport businesses, etc.

This is a highly transformative idea to our African poor households who may not be able any time soon to get a capital boost for their business ideas. Through interaction with some groups that are coming on board to take advantage of this very well designed lending approach, they are extremely excited about this opportunity, quoting one of them: _"This will just make our dreams to implement our business ideas come true, since we would never whatsoever have afforded to acquire capital for our business ideas- we can now dream and be trained to be experts on ideas we have always dreamt of" _The BEI programme, to us at AfCeME, is a timely idea to position development in a sustainable business approach and eliminate or limit dependence for survival. It is also expected this project will create massive job opportunities to many youth languishing in rural and urban poor areas due to lack of jobs, opportunities and funding for inherent ideas._

The company partners with Project Alternatives Ltd to constantly measure progress on household incomes, food security and proportions of banked rural households among group members through a comprehensive tracking sheet and periodic rigorous investigation.
